Using the resources at their disposal, panchayats are required to create Panchayat growth Plans (PDPs) for social justice and economic growth. The PDP planning process must be thorough and participative, incorporating the full convergence of all relevant Central Ministries’ and Line Departments’ schemes pertaining to the 29 topics included in the Constitution’s Eleventh Schedule. According to the Ministry of Panchayati Raj’s model guidelines, Fifth Schedule Areas have a unique GPDP procedure.
