In India, women make up about 46% of council members, and in 19 of the 21 capital cities with functioning urban local bodies—such as Patna, Shimla, Ranchi, and Bhubaneswar—the percentage is significantly higher than 60%. According to an Indian roadmap on urban change, Tamil Nadu has the most female council members in any state.
