What is ‘Rotational Transfer Policy’ – mandatory personnel enrollment measure

The Ministry of Tribal Affairs, established in 1999, focuses on the socio-economic development of Scheduled Tribes (STs). It supports and supplements efforts of Central Ministries, State Governments, and voluntary organizations through targeted schemes in education, health, and livelihood.

To ensure transparency and efficiency, MoTA has introduced a Rotational Transfer Policy (RTP) for its personnel. The policy aims to avoid vested interests, promote institutional knowledge, and expose staff to different divisions.

Key Highlights:

  • Tenure: Minimum 2 years, maximum 3 years per posting. In sensitive divisions (NGO & General Administration), officials should not exceed 2 years.
  • Transfer Authority:
    • JS/Director: Secretary
    • DS/US: Joint Secretary
    • Below US: Deputy Secretary/Director (Admin)
  • Transfers avoid placing staff in consecutive sensitive posts.
  • Applies to outsourced/contract staff (not consultants with fixed deliverables).
  • Policy reviewed every 2 years or as needed.
