The Government of India’s flagship program, Integrated Child Development Services (ICDS), is provided through a huge network of Anganwadi Centres (AWCs), also known as Courtyard Shelters, located in the nation’s rural and urban areas. However, the low penetration of preschool education (PSE) programs in particular and other ICDS services in general impacts the ICDS. This paper aims to determine whether improving the coverage of the PSE component can be influenced by the state of the AWC infrastructure. The article’s two main goals are to (a) create an AWC infrastructure index (AII) that ICDS may use to enhance programmatic monitoring and evaluation and (b) understand how AII relates to PSE service adoption and attendance.
